Candidate Criteria for the October 13, 2015 CNN-Facebook Democratic Presidential Primary Debate

To receive an invitation to the October 13, 2015 Democratic Presidential Primary Debate, a candidate must satisfy the following criteria:

1. Fulfill the requirements outlined in Article II, Section 1 of the Constitution of the United States.

2. File a Statement of Candidacy or publicly state that a Statement of Candidacy will be filed with the Federal Election Commission by October 14, 2015.

3. Achieve an average of at least one percent in a combination of three national polls from among those that are recognized in this document. Recognized polls must be released between August 1, 2015 and October 10, 2015.

4. Agree to accept the rules and format of the debate.

Polling Criteria

 To determine eligibility, only polling data from the following sources will be considered: • Live interviewer national polls sponsored or conducted by: ABC News, Bloomberg News, CBS News, CNN, FOX News, Gallup, Marist University, McClatchy News Service, Monmouth University, NBC News, The New York Times, Pew Research Center, Quinnipiac University, Time, USA Today, The Wall Street Journal, The Washington Post.

CNN debate criteria would allow Joe Biden to participate

(CNN) Vice President Joe Biden will be invited to participate in the first Democratic presidential primary debate if he declares his intention to seek his party's nomination as late as the day of the debate, eligibility criteria released Monday by CNN shows.

So far, Lincoln Chafee, Hillary Clinton, Martin O'Malley, Bernie Sanders, and Jim Webb have been invited to the first Democratic National Committee-sanctioned debate on Oct. 13 at the Wynn Las Vegas.

All five of the candidates have achieved an average of 1% in three polls, recognized by CNN, released between Aug. 1 and Oct. 10. The debate criteria was published Monday morning.

CNN previously named Anchor Anderson Cooper as the debate moderator. On Monday, CNN announced that Chief Political Correspondent Dana Bash and CNN en Español Anchor Juan Carlos Lopez will ask additional questions, and Anchor Don Lemon will present questions to the candidates submitted through Facebook during the two-hour primetime debate.

Biden, who has publicly struggled with deciding whether to join the primary, has met the minimum polling threshold for entry into the debate. He would only need to file the necessary paperwork with the Federal Election Commission or declare his intention to do so to appear on stage at the Wynn, according to the criteria.

The DNC sanctioned debate is being hosted by CNN and Facebook and will air live at 9 p.m. ET on CNN, CNN en Español, CNN International, and streamed on CNNgo. Westwood One will serve as the exclusive radio broadcaster.

CNN Will Live Stream Democratic Debate in Virtual Reality

CNN and NextVR will make history on October 13th by hosting the first-ever live stream of a news event in virtual reality, giving viewers a front-row seat to CNN’s 2016 election debates. 

The network is partnering with virtual reality technology platform NextVR to stream the CNN Democratic Presidential Debate live, in full 3D immersive virtual reality, from Las Vegas, NV. 

The live stream follows CNN and NextVR’s first virtual reality experience at the CNN Ronald Reagan Debate, where it quietly filmed the highest rated event in CNN history in virtual reality to make it available to users on demand. This experience is now available to users who have a Samsung GearVR virtual reality headset by visiting the NextVR portal in the Oculus Store. Once downloaded, the debate can be seen from the perspective of an audience member at the Ronald Reagan Presidential Library.
