Initially, from April 2015, there were the separate Keep the Promise super PACs.  In Feb. 2016 Trusted Leadership PAC was formed; Politico described it as an "umbrella organization that houses super PACs backing the Texas senator and is a vehicle through which they can actively fundraise."
