State Convention FAQs

WHAT IS A STATE CONVENTION?
The State Convention is the culmination of efforts from caucuses and conventions, where delegates from county units and other DFL bodies across Minnesota come together to conduct the business of the DFL State Party. Although the convention agenda has not yet been finalized, the convention will be called to order in the morning and you will conduct several items of business, including:
  • Electing 4 Democratic National Committee Members
  • Electing 2 Presidential Electors
  • Electing 16 At Large Directors to the State Executive Committee
  • Electing 27 National Convention Delegates and 6 Alternates
  • Considering resolutions for inclusion in the Ongoing Platform and Action Agenda
  • Considering amendments to the party’s Constitution and Bylaws

WHO MAY ATTEND A STATE CONVENTION?
The DFL State Convention includes approximately 1,200 delegates who have been elected at their local unit conventions. In addition, there are delegate votes given to state party officers, 16 votes given to congressional district chairs and vice chairs. DFL legislators, statewide and federal elected officials, and representatives of the tribes are also automatic delegates.
You must be a delegate or upgraded alternate to participate in voting, however the convention is open to the public.

HOW ARE THE CONSTITUENCY CAUCUSES INVOLVED?
The DFL Constituency Caucuses play a large part in what makes the Minnesota DFL such a vibrant and inclusive party, and nowhere will this shine more than at the State Convention. DFLers from around Minnesota, from different communities and perspectives will have a unique opportunity to come together to rally around our shared values and issues. The DFL Party’s constituency caucuses are encouraged to table at the convention and meet throughout the convention day.

WHAT ARE SOME OF THE IMPORTANT DATES TO PREPARE FOR THE CONVENTION?
On Super TuesdayMarch 1, 2016, the Party endorsements officially began with precinct caucuses. DFLers turned out to their local precincts to cast presidential preference ballots and begin electing delegates to the next level of conventions.
In March and April, Organizing Unit conventions were held across the state to elect delegates to the State Convention, followed by Congressional District conventions held during April and May. Find a complete list of the Organizing Unit and Congressional District Conventions here.
State Convention Committees (Platform, Constitution, Credentials, Nominations, and Rules) meet onSunday, May 22, 2016 to conduct their pre-convention business. As committee reports are finalized, they will be posted on this website.

WHAT ARE THE STATE CONVENTION COMMITTEES AND WHAT DO THEY DO?
There are five different committees:
  • Constitution, Bylaws, and Rules recommends changes to the State DFL Constitution and Bylaws. They also hear reports on all delegate and alternate challenges.
  • Credentials supervises registration of convention delegates and alternates; prepares the temporary roll of the convention.
  • Nominations screens and recommends candidates for At-Large State Directors who serve on the State Executive Committee. The nominations committee does not recommend members as candidates for party office.
  • Platform, Issues, and Legislative Affairs prepares the State Convention ballot for considering changes to the Ongoing Platform and adoption of the biennial Action Agenda.
  • Rules proposes final rules for the State Convention to adopt when it is called to order. Until the convention adopts its final rules, it is governed by the Temporary and Proposed Permanent Rules and Agenda for the State Convention. Proposed Rules for the State Convention
