3rd Quarter 2015 Fundraising

Introduction
In this 2016 election cycle one must look at money raised by both the candidate's campaign committee and by the independent super PAC(s) aligned with the campaigns in order to get a sense of the strength of the overall effort.  Unfortunately the next super PAC numbers will not be available until year's end, but the campaigns' third quarter numbers are out.

Press Releases on Fundraising

Some campaigns / super PACs put out a press release on their numbers, while others give them to a favored news organization or let their reports speak for themselves.

If a campaign's fundraising numbers are below expectations, it may try to bury the news or put a positive spin on other developments during the quarter.  For example, the focus here is the third quarter; some campaigns may highlight money raised since the beginning of the campaign to present a bigger number.  If the numbers exceed expectations, the campaign will trumpet its success.  As important as the amount raised is, cash on hand is a very important number heading towards the end of the year.

Presidential Fundraising through September 30

Campaign Receipts Down from 2007 – Can Super PACs Make Up the Difference?

Sanders and Carson continue small donor lead; Clinton and Bush lead among the “maxed out”

Fundraising by presidential campaign committees, both Democrat and Republican are significantly behind 2007 levels, which was the last time there was an open race for the Presidency. By the third quarter in 2007 all candidates for president has raised a combined $420 million dollars, $245 million for Democrats and $175 million for Republicans. This year the combined total is $273 million, 35% down from eight years ago (see Table 1).

If we were to add in the money we know has gone into Super PACs supporting candidates this gap would be easily made up. Although Super PACs won’t report activity for the second half of the year until January, Super PACs supporting presidential candidates reported raising over $240 million dollars as of June 30th. However, the Super PAC money comes with some question marks. We know from 2012 that Super PACs can purchase effective media ads. It remains to be seen whether they can make up for deficits in a campaign’s core staff operations. Two candidates, Scott Walker and Rick Perry, have already withdrawn from the campaign despite the money raised by each of their supportive Super PACs.

In third quarter fundraising, Bernie Sanders raised almost as much as Hillary Clinton ($26.1 million to $28 million in primary money). Ben Carson raised more than any of his GOP rivals ($20.5 million), but large portions of Carson’s money is being used for his fundraising. Jeb Bush ($13 million) and Ted Cruz ($11.7 million) were next among the GOP candidates for the quarter, with Walker, Carly Fiorina, Marco Rubio, John Kasich, Chris Christie and Donald Trump following in that order (see Table 1).

Large & Small Donors

There continues to be a great disparity in fundraising strategies among top candidates. Jeb Bush’s campaign committee has raised 91% of its money from donors who gave $1,000 or more in the aggregate and 71% from donors who have “maxed out” at $2,700. Hillary Clinton’s fundraising is also strongly weighted to larger donors with 74% from donors giving $1,000 or more and 64% from $2,700 donors (see Table 2).

Meanwhile, Bernie Sanders and Ben Carson have excelled at bringing in dollars from small donors. Sanders raised $28.2 million cumulatively through September 30 from donors who gave $200 or less; Carson raised $18.2 million. Next were Clinton ($12.7 million or 17% of her primary total) and Cruz ($9.7 million or 40%).

Cash on Hand

Despite a wide disparity in their cumulative campaign committee receipts, cash on hand for the final three months of 2015 was very similar among competing candidates. Hillary Clinton had $31.5 million in primary funds available, to $27.1 from Bernie Sanders. Clinton has outraised Sanders by $36 million cumulatively, but has a higher “burn rate” because of early organizational spending for core staff and in states with primaries after the first few. On the Republican side, Carson, Cruz, Bush, and Rubio each had about $10-12 million in the bank as of September 30 (see Table 1).

TO: Jeb! 2016 Leadership & Supporters
FROM: Danny Diaz
RE: 2015 3rd Quarter Campaign Update
DATE: 10/15/15

As we close out the third quarter, I wanted to reach out to our campaign leadership and supporters with an update on the state of the race.

Today, our campaign is announcing that we raised over $13.3 million in the third quarter of this year.  We are extremely grateful for all of your hard work and dedication that helped make it possible.  Together, we have begun to build an organization that we are confident will deliver the Republican nomination and win the White House.

This is particularly noteworthy given the depth of the current field.  We knew from the start this was going to be a hard fought and close race, but few could have anticipated just how volatile this field would be.  I – for one – would be less than forthcoming if I said we predicted in June that a reality television star supporting Canadian-style single-payer health care and partial-birth abortion would be leading the Republican Primary.

We are confident that when the time comes to pick a president, voters will elect Jeb because they know they can count on him to fix a broken Washington, make America an economic superpower again and restore U.S. leadership in the world.

Our operating principle for this has remained the same: we have the best candidate with the best record in the field.  The more voters learn about Jeb’s record and vision, the better we will do.  The more voters learn about our opponents’ flawed records and lack of proven executive experience, the worse off they will be.

The overall effort supporting Jeb will be better funded than any other in the entire field and the campaign has a formidable grassroots organization in the early states that is making thousands of voter contacts and recruiting volunteers for February.

The fundamentals that drive campaigns remain critically important, and show Governor Bush is in a strong position to be the Republican nominee and defeat Hillary Clinton next November.

Below is a quick overview of where we see a few key indicators.

Fundraising:

·      We raised $13,384,832 in the third quarter, which is double what Senator Rubio and Carly Fiorina raised in the same time.  In the same period in 2011, Governor Romney raised $14.2 million, despite having a much smaller field of competitors.
·      The last month of the quarter – September – was our best. We continue to have strong fundraising in October, including events today and tomorrow, which we expect will approach $1 million.
·      We have more than $10 million cash on hand in primary dollars alone, and that comes after substantial investments in data and grassroots operations across the February and March states, as well as paid advertising in New Hampshire.
·      The Right to Rise Super PAC has $33 million reserved for advertising in Iowa, New Hampshire, and South Carolina.  The only other committee with reservations that even approach that amount is Senator Rubio and The Associated Press recently reported that with his current cash on hand he “cannot afford the space he has reserved.”

Investments & Priorities:

·      Secretary Hillary Clinton is putting together a massive data and grassroots
operation that her campaign believes will be pivotal and determinative in the outcome of the general election contest.  Any campaign that is legitimately seeking the presidency must be able to compete with the Democrats.  There are very few GOP campaigns committed to building a real infrastructure and among those we are confident ours is best in class.  Some highlights in data and grassroots organization:

Data:

·      We have a database of approximately 260 million individuals with about 3,000 data points (e.g. hunting interest, magazine subscriptions, online habits, etc.).  We also have more than 30,000 tags built off of previous identification efforts and have made hundreds of thousands of calls into early state voters.
·      This data is being used to provide detailed MicroTargeting profiles of voters in key primary states.  We know exactly which Republicans are the most likely to vote and what issues matter to them.
·      We are running thousands of simulated Election Days using the data we have collected in order to game out different scenarios and better allocate resources.

Ground Game:

·      Jeb 2016 has made more than one million voter contacts.
·      We have hundreds of volunteers who have already committed they will travel to the early states to turn out the vote for Jeb.
·      In the early states, news organizations and independent local leaders have noticed Jeb’s organization.
o   Iowa – 10 paid staffers, 2 offices – Jeb’s organization “is strongest on the ground now.”
o   New Hampshire – 12 paid staffers, 1 office – “Jeb grows ground operation, biggest in the state.”
o   South Carolina – 7 paid staffers, 2 offices – Expanded presence in South Carolina.
o   Nevada – 8 paid staffers, 2 offices – “When you ask voters in Nevada which campaign they are hearing from, the most common answer is Bush.”
·      We are going to build on this formidable organization in the early states, increasing staff and resources there as we approach the caucuses and primaries.
·      We’ve also invested in March states. CNN as well as other outlets have reported on our on-the-ground presence in SEC states and other key early battlegrounds, such as Illinois and Michigan.

Polling:

·      Voters in Iowa and New Hampshire are notoriously late deciders.  In 2012, Rick Santorum won Iowa having just 2% in October.  In New Hampshire, exit polls showed 46% made their decision the week before the election.
·      This is a state-by-state campaign and, in New Hampshire and Iowa, the most recent public survey has us leading the other candidates who have previously held public office (3rd in NH, 4th in IA) including Senator Rubio and Governors Kasich and Christie, who have all had substantial paid advertising on their behalf in the early states.
·      And when looking at the key attributes in deciding whom to support, Jeb stands head and shoulders above most other candidates.  For example, 78% of Republican primary voters say Jeb “has the right kind of experience to be president”, 76% say he is “honest and trustworthy” and 76% say he “has the right kind of temperament and personality to handle an international crisis.”

Other Indicators:

·      Political scientists have noted that there is no better predictor of who the ultimate nominee will be than political endorsements.  Jeb continues to dominate this category.
o   Jeb has endorsements from 26 U.S. Representatives.
o   Jeb has endorsements from three U.S. Senators.
o   Over 1,100 grassroots, local, state and federal officials have endorsed Jeb.
o   Jeb has the highest number of endorsements of any candidate in the Republican field.

Ballot Access Efforts:

·      With the bulk of the ballot access deadlines occurring later this fall and early next year, our campaign is laying the groundwork now to qualify for every ballot and compete for every delegate.  Organization and ground game are important.
·      In 2012, Rick Santorum surged in March, but he hadn’t done the legwork required in October, November and December to qualify delegates for the ballots in Illinois and Ohio.  As a result, he went into those contests with one hand tied behind his back as he was not eligible for a significant chunk of those states’ delegates.  In Virginia, only Ron Paul and Mitt Romney were able to file the required number of signatures in December to qualify for that state’s March primary ballot.
·      We were first to file our signatures to qualify for the Vermont primary ballot, beating even home state Senator Bernie Sanders.  In Kentucky, we were the first to file our caucus qualification check and paperwork, securing ballot access before Senator Rand Paul.
·      Our campaign has deployed personnel into the field and mobilized volunteers to gather signatures in states such as Vermont, Delaware, Alabama, Virginia, Indiana, Illinois and Alaska.  In addition, we are recruiting delegates in Alabama, Tennessee, Illinois, Pennsylvania, New Jersey and Ohio – states where delegates are elected directly on the ballot.  We were the first campaign to recruit a full slate of Tennessee delegates.

Conclusion:

Jeb is the candidate in the race with the best record of proven conservative reform and as voters learn about that experience coupled with his policy ideas, they will continue to be drawn to the candidate who can beat Hillary Clinton and disrupt a broken Washington.  We are extremely grateful for your continued support in that effort.

Cruz for President Announces $26.5 Million Raised Since Campaign Launch; $12.2 Million Raised in Q3

Cruz “Sustainers” Fuel the Field Operation Each Month

HOUSTON, Texas -- The Cruz for President campaign today announced it has raised $26.5 million since its campaign launch six months ago, with just over $12.2 million coming in during the third quarter. The campaign showed sustained momentum by doubling its total donations during the period, receiving 185,000 Q3 contributions for a total of more than 362,000 over the course of the campaign. The average donation during the third quarter was $66.

The campaign has also secured more than 6,000 “sustainers” – donors who have pledged to give a recurring monthly amount to the campaign. The sustainers provide enough recurring revenue to cover all expenses every month for Cruz’s entire field operation across the country, which includes the first four early states, as well as the 23 additional states and territories where the campaign is currently organized. In September, the campaign announced it has named more than 500 leadership team members throughout the nation, far ahead of any other Republican candidate in the race.

“We are thrilled to see a grassroots wave of support for our campaign gaining momentum all over the country,” Cruz said. “Not only are we seeing a surge of new donors and recurring donors to our campaign, but also continued growth of our organizations in the early states and all across the country. Americans are ready for real change, and I am ready to stand with them to take on the Washington Cartel and return power to the American people. We have both the financial and organizational resources to compete for the long haul and to take our optimistic message all across the country.”

Cruz has one or more donors from 58 percent of the zip codes in America, a 10 percent growth from the second quarter.

In the last 24 hours of the quarter, the campaign raised more than $1 million, following the similar $1 million surge in fundraising that was generated in the 48 hours following the second debate.

Cruz continues to stand at the top of GOP leaders in social engagement, which remains crucial to targeting new and low-dollar donors. More than 2,602,036 unique visitors have come to Cruz’s website since the campaign launch. He has also gathered more than 418 million impressions on Facebook, more than 215.6 million impressions on Twitter, and has been tweeted about more than 6 million times since the campaign launch.

Lindsey Graham 2016

From: Christian Ferry, Campaign Manager
Subject: About the latest fundraising numbers

Friend -

Yesterday, we released our 3rd quarter fundraising numbers, and I wanted to take a minute to go over with you what they mean and what the future holds for Lindsey Graham 2016.

While the media pundits love to look at the polls and determine who is leading the race, a much more accurate indicator of success is money raised, money spent and current cash on hand. And, Whitney, at this point in the election cycle the one number that matters most is cash on hand - the amount of money we have available to spend to continue talking to voters and making our case.

I am happy to report to you that Lindsey Graham 2016 has more cash on hand than Chris Christie, Mike Huckabee, Bobby Jindal, Rick Santorum, George Pataki, and Jim Gilmore. Five candidates have between $1 million and $6 million cash on hand, and Lindsey Graham is right in the middle of that pack with Carly Fiorina, John Kasich, Rand Paul, and Chris Christie. We are where we need to be to strike when the time is right.

From day one, we have planned for a long-term campaign. We are spending our money wisely and not wasting a penny on anything that won't help turn out voters for Lindsey Graham.

Unlike others, we aren't spending on huge staffs and we save every dime we can on travel costs. We are frugal with your contributions and run a lean campaign operation. We have capable and experienced staff in Iowa, New Hampshire and South Carolina and keep the overhead low. As we get closer to the first Election Day, we continue to put money where it needs to be - into voter contact and ground organization, not extravagant travel and office space.

Today, Senator Graham is wrapping up a nine day tour of New Hampshire. It has been a great trip with numerous town hall meetings, house parties, editorial boards, media visits and even a weekend of campaigning with John McCain.

Bottom line, Lindsey Graham 2016 is in a great spot right now and we owe our position to you. Thank you for your past and continued support.

I hope you have a safe and happy weekend ahead.

Marco starts Fourth Quarter with $11 million on hand

Thanks to smart budgeting and fiscal discipline, Marco Rubio for President started October with more money in the bank than Jeb Bush for President and most other campaigns.

Rubio for President reported $10,975,988.78 cash on hand in the end-of-quarter reports filed today with the Federal Election Commission (FEC). The strong cash-on-hand is thanks to nearly 110,000 donations. Both the median and most frequent donation was $25. Since launching in April, Rubio for President has raised $18,546,408 and kept a 40% “burn rate.”
Over 15,500 Floridians and more than 3,000 voters in the first four voting states have also donated to Marco’s presidential campaign.

Rubio’s new FEC report details the lengths his campaign went to save money in the third quarter. For example: The campaign bought office furniture from Craigslist, took over 300 UberX rides, and traveled on budget airlines including Frontier, Southwest, Jet Blue and Spirit.

Rubio for President currently has statewide campaign leaders in over 40 states, five field offices and a national headquarters, and 54 full-time staffers including paid field staff in five states.

Donald J. Trump for President, Inc. Releases Q3 FEC Statistics

(New York, NY) October 15th, 2015-Donald J. Trump's campaign for President has officially filed its Q3 Federal Election Commission (FEC) report.  The FEC Statistics capture financial data for the campaign between July 1st, 2015 and September 30th, 2015.

The campaign raised $3,926,511 during the third quarter. In total, the campaign has receipts of $5,828,922 and spent $5,574,149. Additionally, the campaign is reporting $254,772 in cash on hand. Mr. Trump made a contribution of $100,779 during this quarter and has personally spent $1,909,576 since launching his campaign.

Mr. Trump said, "It is my great honor to be participating in this Presidential race, which has the possibility of having a truly great and positive impact on America. While our original budget was substantially higher than the amount spent, good business practices and even better ideas and policy have made it unnecessary to have spent a larger sum. To be number one in every poll, both state and national, and to have spent the least amount of dollars of any serious candidate is a testament to what I can do for America. This is what our country's leaders should do for the United States--- spend money wisely and win!"

Mr. Trump is self-funding his campaign; however there were 73,942 unsolicited donations during this time period with an average contribution of $50.46. The Trump Campaign will continue to accept small dollar donations as people across the country proudly invest in Mr. Trump's vision to Make America Great Again.

Mr. Trump's Campaign Manager Corey Lewandowski stated, "Mr. Trump continues to dominate all local and national polls by a wide margin and is the definitive front runner in the 2016 Republican Presidential Primary. We are running an efficient organization with a business mindset and will continue to capitalize on the attention surrounding Mr. Trump's message to Make America Great Again."

Mr. Trump will travel to Tyngsboro, Massachusetts on Friday evening and will attend a campaign rally in Anderson, South Carolina on Monday, October 19th.

Today, Hillary for America (HFA) filed its quarterly FEC report, which shows Clinton with nearly $33 million in the bank – more than any other candidate in either party. In a historic third quarter, Clinton raised more than $28 million in primary dollars and now has received more than 600,000 contributions from nearly 400,000 individual donors to the campaign to date. This was the largest off-year third quarter ever for a non-incumbent. After a $600,000 transfer to the Democratic National Committee to help strengthen the national party and help the Democratic nominee win the White House, the HVF has more than $1.7 million on hand.

“These numbers are a testament to broad support for  Hillary Clinton’s vision for America and her plans to create rising incomes and middle class growth,” said HFA campaign manager Robby Mook. “Thanks to the support of all of our donors, we are on track to hit our goal of $100 million during the primary, which will set us up to reach more voters, organize them, and make Hillary Clinton the Democratic nominee in 2016.”

Hillary for America is also continuing the tradition of transparency she started in 2008 and is voluntarily publishing a list of her top volunteer fundraisers, found here on her website

Thank You, Bernie Tells Supporters

BURLINGTON, Vt., – U.S. Sen. Bernie Sanders on Friday thanked grassroots supporters who he said are “transforming American politics.”

“Thank you VERY much for your financial support for our campaign,” Sanders wrote in an email sent from his Democratic Party presidential campaign.

“What we have done together so far in this campaign is not only extraordinary and unprecedented, it is transforming American politics.

“What we have shown is that we can raise over $40 million dollars without having a super PAC.

“What we have shown is that we can raise an amount of money which makes us financially competitive by securing 1.3 million contributions from, unbelievably, 650,000 Americans.

“What we have shown is that we can run a successful campaign without having to depend upon donations from the wealthy and the powerful and that we can do it with an average campaign contribution of only $30.

“Our political system is corrupt. Big Money controls much of what happens. Together, you and I are changing that,” the senator said.

Supporters donated more than $26 million in the past three months. Sanders’ campaign ended the third quarter with about $26.5 million cash on hand. The average online donation was about $30.00. About 99 percent of all donations were for $100 or less.

Big Numbers of Small Donors Fill Sanders’ Campaign Coffers

Millions More Pouring in from Debate Night Surge

BURLINGTON, Vt. -- U.S. Sen. Bernie Sanders’ raised $26.2 million during the third quarter of this year – all of it for use in primaries and caucuses – in a grassroots presidential campaign that has drawn 1.3 million small donations since it began.

The average donation was $30 apiece.

The campaign closed the books at the end of the Sept. 30 reporting period with almost $27.1 million in the bank after spending about $11.3 million, according to a report filed on Thursday with the Federal Election Commission.

Since his White House bid was launched last April 30, Sanders has banked a total of about $41.4 million, according to the report.

“What is really remarkable is the breadth of support for Bernie from so many people responding to his call for a political revolution to stand up for the middle class and take on the billionaire class,” said Jeff Weaver, the campaign manager.

“Other campaigns are bankrolled by big donors who have given so much even under our current corrupt political system they can’t legally give any more,” Weaver added. “Bernie’s big base of small donors may give again and again. What is clear now is that this campaign to transform America will have the resources to fight all the way to the convention.”

Only 270 of Sanders’ 650,000 donors gave the maximum $2,700 allowed.

More than 77 percent of the contributions – $20.2 million this quarter and $30.7 million altogether – came from individuals who gave less than $200.

And in a remarkable turn of events, there has been a record surge in online donations this week. More than 97,800 contributions poured in totaling some $3.2 million since Tuesday, when the first Democratic debate was held in Las Vegas, through mid-afternoon on Thursday. The average donation $32.28.

Also on the day after the debate, Sanders attracted 1,100 people to a $25-per-person fundraiser and rally on Wednesday in Southern California. It was only the eighth traditional fundraiser of his campaign. A ninth event was held that same evening with tickets going for $250 and up.

Larry Lessig Raises $1,000,000 in One Month for Presidential Campaign

Over 10,000 Donations Prove Voters Want Outsider

Cambridge, MA – Democratic candidate for president Larry Lessig raised over $1 million dollars from over 10,000 small donations during the first month of his campaign.

The stunning fundraising success came after Lessig announced in early September as an outsider voice in the Democratic primaries, demonstrating his ability to attract voters and his viability as a presidential candidate. Lessig’s rise as a candidate with a national following is highlighted by the fact that 10,000 donations were received toward the $1 million total in less than a month, with most of the donations in small contributions given online.

Political analysts view the ability to fundraise as a key metric of a campaign’s viability. In just one month, Lessig’s campaign out-fundraised all but the two leading Democratic presidential candidates, an unprecedented success for an outsider candidate.

“Larry Lessig has tapped into a deep vein of discontent among voters who know the current crop of insider political candidates are handcuffed by the status quo. The current system leaves average Americans behind at the expense of the special interests and super wealthy who are funding the other Democratic candidates,” said Steve Jarding, a senior advisor to Lessig’s campaign.

“Larry Lessig has a unique strength matched by no one else on the Democratic side. As a complete outsider who has never been elected to public office, he is the only candidate who doesn’t owe anyone favors. Voters are tired of shallow promises and cheap talk, and Larry is offering the truth about our broken political system. His number one priority is to get big special interest money out of politics first, or nothing else Democrats care about — education, jobs, a clean environment, health care — will get fixed. That message matters to millions of voters, as Larry’s record-breaking fundraising success has illustrated,” Jarding said.

The fundraising news comes on the heels of last week’s announcement that senior political experts would be joining Lessig’s campaign team: Steve Jarding, media consultant Bill Hillsman, message consultant Drew Westen, and campaign manager Richard Dickerson.

The preliminary figures are for the campaign's first financial report, which will be filed later this month with the Federal Election Commission.

  • Average Raised Per Day: $230k

·      Secretary Hillary Clinton is putting together a massive data and grassroots operation that her campaign believes will be pivotal and determinative in the outcome of the general election contest.

Clinton’s $33 Million on Hand Eclipses Any Other Candidate Running for President

The campaign raised more than $5 million this quarter in contributions of $200 or less, and more than 60 percent of the campaign’s donors this quarter were women.

In addition to the historic fundraising quarter for her own campaign, the Hillary Victory Fund (HVF) raised more than $3 million this quarter, with 62 percent of its contributions coming from women.

Lindsey Graham 2016
October 16, 2015
