Carly Fiorina will appear in top-tier CNN Reagan Library debate

The stage is set for the CNN Reagan Library Debate next week in California, with Carly Fiorina joining 10 other leading Republican presidential candidates at 8 p.m. ET.
Thursday marked the close of the two-month window for determining eligibility based on averages of national polls. The results were based on 14 polls including interviews with more than 6,000 potential Republican primary voters. The top 10 candidates overall -- plus Fiorina, whose average support places her within the top 10 in polls conducted after the first debate held August 6 -- have all qualified for the 8:00 p.m. debate next Wednesday in Simi Valley. The remaining five candidates will appear during an earlier debate beginning at 6:00 p.m.
The overall rankings based on an average of all qualifying polls for the 16 candidates who met the requirements for participation are:

Former Virginia governor Jim Gilmore, who participated in the August 6 debate, did not meet the criteria for inclusion in next Wednesday's debate. Candidates were required to average 1% support in any three polls released during the two-month window. Out of the 14 polls released during that time, Gilmore had 1% support in only one poll.
The post-debate polls were also used to determine the order that the candidates would appear on stage. Trump will anchor the center of the stage for the 8:00 p.m. debate, flanked by Carson to his right and Bush to his left. Walker, Fiorina, Kasich and Christie, in that order, will stand to Bush's left, while Cruz, Rubio, Huckabee and Paul will appear to Carson's right.
In the earlier debate, Perry will stand center stage, with Jindal and Graham to his left and Santorum and Pataki to his right.
The overall average includes results from a Fox News poll released July 17; a Washington Post/ABC News poll released July 20; a CNN/ORC poll released July 26; a Quinnipiac University poll released July 30; a NBC News/Wall Street Journal poll released August 2; a Monmouth University poll released August 3; a Fox News poll released August 3; a Bloomberg Politics poll released August 4; a CBS News poll released August 4; a Fox News poll released August 16; a CNN/ORC poll released August 18; a Quinnipiac University poll released August 27; a Monmouth University poll released September 3; and a CNN/ORC poll released September 10.
Salem and CNN Partner for the 2nd Presidential Debate
Exclusive Radio on Salem Radio Network Anchored by Hugh Hewitt
Salem Radio Network will provide exclusive radio coverage while CNN will provide exclusive TV coverage. All 31 of Salem Media Group's News Talk stations will carry the debate, as well as pre and post-debate coverage hosted by SRN's Hugh Hewitt and Guy Benson of Townhall.com. SRN is making the debate available in non-Salem markets. The debate will be moderated by CNN's Jake Tapper with CNN Chief Political Correspondent Dana Bash and Hewitt as panelists.
SRN coverage will begin at 5pm ET, with the pre-debate special and end at Midnight ET with its post-debate special. There will be an intermission between the two segments of the debate that SRN will also cover, giving expert analysis of the comments and proceedings. The last debate August 5th drew 24 million viewers, the most in history to a cable news broadcast. This one is proving to have the same great interest.

Salem also plans to go to various debate watching parties around the country hosted by Salem Media talk stations and air talent. SRN's Mike Gallagher will be at one such watching party hosted at Hillsdale College where students will watch the debate and then tell Mike what they think about it, live on the post-debate show.
For planning purposes, Salem will also offer coverage of the CNN debates on December 15th from Las Vegas and March 10th, 2016 from Florida. Salem will also offer extended election night coverage for the caucuses and primaries coming up: Iowa, New Hampshire, South Carolina (that may be a Saturday this cycle, not a Tuesday), Nevada, March 1 Super Tuesday and March 15 Super Tuesday.

STATEMENT FROM CNN
In May, we announced criteria for our September 16th Republican debates at the Ronald Reagan Presidential Library. We said that we would use the average of approved national polls from July 16th through September 10th to determine the makeup of the debates. At the time, we expected there to be many more national polls following the first Republican debate, in August, than there appears there will be. In fact, in 2007 and 2011, there were 16 and 15 approved national polls in the comparable August- September time frame. This year, there have been only three such national polls released. We learned this week that there will likely be only two more polls by the deadline of September 10th. In a world where we expected there to be at least 15 national polls, based on historic precedent, it appears there will be only five. As a result, we now believe we should adjust the criteria to ensure the next debate best reflects the most current state of the national race. In the event that any candidate is polling in the top 10 in an average of approved national polls released between August 7th and September 10th, we will add those candidates to our top tier debate, even if those candidates did not poll in the top 10 in an average of approved national polls between July 16th and September 10th. We have discussed these changes with the Republican National Committee and the Reagan Library and they are fully supportive.

CANDIDATES TO CNN/REAGAN LIBRARY DEBATE
Mrs. Ronald Reagan has begun to invite GOP candidates to the
CNN/Reagan Library presidential debate on September 16, 2015.
Additional candidates will receive invitations if they meet all of the
previously released debate criteria including averaging at least one
percent in three recognized national polls between now and September

The CNN Republican candidates’ debate will be divided into two parts featuring two groups of candidates. One group will feature the top 10 candidates and the other will include those who meet the minimum threshold of one percent. An average of all recognized polling released between July 16th and September 10th will determine the groups. Both groups will be moderated by CNN anchor and chief Washington correspondent Jake Tapper.
“My husband was humbled and honored to be President of the United States. I heard him say on more than one occasion that he was only given temporary custody of the presidency, but I know from very personal experience that it was the role of his lifetime,” said former first lady Nancy Reagan. “Debates are a crucial part of the election process, and I’m thrilled that so many qualified candidates have the opportunity to be heard at the Reagan Presidential Library.”

Jake Tapper to moderate CNN's first GOP debate
Jake Tapper will moderate CNN's first Republican presidential primary debate, he announced on Sunday.
Tapper, the host of the network's "State of the Union" Sunday show and "The Lead" on weekdays, was picked to lead the event at the Ronald Reagan Presidential Foundation and Library on Sept. 16.
The prime-time debate will actually be split into two parts: One with the candidates that national polls rank as the top 10 GOP contenders, and one with the candidates who didn't make that cut.
The broad GOP field has presented a challenge for both Fox News and CNN as debate hosts.
Fox News announced a plan for an August 6 debate that would only include the 10 candidates that were at the top of the heap, as determined by an average of national polls.
Fox's proposed criteria created the most consternation, partly because it is hosting the first debate, partly because it is a favorite of conservatives, and partly because its rules are more restrictive than CNN's.
Some Republican Party leaders in Iowa and New Hampshire have said they feel the use of national polls stomps on their roles as the first in the nation caucus and primary states, respectively.
Tapper announced that he'll moderate the debate on Sunday, at the end of his first show as CNN's new "State of the Union" host.

CNN and the Ronald Reagan Presidential Foundation and Library announced today a groundbreaking debate format that will provide voters an opportunity to hear from all of the leading candidates seeking the Republican presidential nomination. The debate, sanctioned by the Republican National Committee, will provide qualified GOP presidential candidates ample time to respond to questions about how they would govern as the next commander-in-chief.The September 16, 2015 primetime event will be divided into two parts featuring two groups of candidates debating the pressing issues facing the nation. Candidate Criteria for September 16, 2015 CNN-Ronald Reagan Presidential Library Republican Presidential Primary Debate
To receive an invitation to the September 16, 2015 Republican Presidential Primary Debate, a candidate must satisfy the following criteria:
1. Fulfill the requirements outlined in Article II, Section 1 of the
Constitution of the United
States
2. File a Statement of Candidacy and register with the Federal Election
Commission by
August 26, 2015
3. Achieve an average of at least one percent in three national
polls from among those that
are recognized in this document. Recognized polls must be released
between July 16, 2015
and September 10th, 2015.
4. Have at least one paid campaign aide working in two of the four
“early voting states” designated by the Republican National Committee:
Iowa, Nevada, New
Hampshire, South Carolina no later than August 26, 2015
5. Visited two of the four “early voting states” designated by the
Republican National
Committee at least once no later than August 26, 2015
6. The first 10 candidates – ranked from highest to lowest in polling order from an average of all qualifying polls released between July 16 and September 10 who satisfy the criteria requirements outlined in this document will be invited to participate in “Segment B” of the September 16, 2015 Republican Presidential Primary Debate. In the event of a tie for 10th place, the tiebreaker will be an average of all qualifying polls released between August 26 and September 10. Simi Valley, CA – The Ronald
Reagan Presidential Foundation announced today that potential GOP
presidential candidates will be invited to participate in a televised
debate at the Reagan Library on September 16, 2015. “Ronnie would be so pleased to know that his presidential library continues to attract America’s leaders to discuss the future of the country he loved so dearly,” said former First Lady Nancy Reagan. “While the candidates are still considering whether or not they will seek America’s highest office, we are less than a year away from presidential debates that will start the national conversation on important issues. I can’t think of a better way to honor my husband than to keep the tradition of Reagan Library-hosted
debates alive.”
In the shadow of Ronald Reagan’s Air Force One, the Reagan Foundation hosted the first and last GOP debates during the 2007-2008 campaign season. The Foundation also organized the first debate that occurred with all of the GOP candidates during the 2011-2012 campaign.
