Meet Jeb

My life changed forever when I was a young man on an exchange program in Leon Guanajuato, Mexico. Across a plaza, I saw a girl. For me, it was love at first sight. From the moment I got to know her, I knew that I wanted to spend the rest of my life with her. In the years ahead, whether I was changing baby diapers in Caracas, Venezuela, building a business in Miami or leading a state in Tallahassee, Columba has been with me, my best friend in all of life's challenges and joys. Together, we have built a family with three wonderful kids: Noelle, George P., and Jeb Jr. Each of our kids has given us blessings, and now they are giving us grandkids who seem to think I'm their personal climbing gym. They call me "Gampy," and, together with their grandmother, they keep me honest. I'm never as happy as I am when I'm with my family, and that's been true all my life.

As governor, my family always kept me grounded. We defended and protected the most vulnerable in our society. And we made sure that Florida's economy could work for everyone. We cut taxes every year. We cut the state workforce by 13,000. My opponents called me a lot of names, but the one I liked best was Veto Corleone. I vetoed over 2,500 line items in the state's budget, helping us achieve a AAA-bond rating. Florida's households were earning over $1,000 more per year when I left office than when I began. I have a record of tackling big challenges and getting results.

As important as my record is, my plans for the future are even more important. Many political advisors suggest not releasing detailed policy ideas, because it gives opponents ammunition to attack you. That is why so many politicians give grandiose speeches but say very little in them. But as Floridians know, I am a doer, not a talker. And the first step in doing is to come up with a plan to execute. In the following pages you will find one of the most comprehensive plans to turn the country around that a presidential campaign has ever produced. I hope you will read it and share your thoughts with me.

TRUSTED LEADERSHIP FOR A STRONGER AMERICA

Seven years of failed leadership from President Obama has left America with a broken economy and created a chaotic world that is threatening our national security. The question facing Republican voters is who is the best candidate to defeat Secretary Hillary Clinton and end the Obama-era policies that have resulted in families losing thousands of dollars in income, the national debt skyrocketing by more than $8 trillion and our enemies around the world becoming emboldened and more defiant against our national interests.

I am a proven conservative reformer who will provide America with serious, steady leadership and real results. I will destroy ISIS, strengthen our military, keep our homeland safe and honor our commitments to our veterans. I will fix a broken Washington and make the federal government live within its means. My economic plans will get America to four percent growth so middle class families can get ahead again. I am the one candidate ready to be Commander-in-Chief, and the Republican who can beat Secretary Hillary Clinton and take back the White House for the Republican Party.

No other candidate has put forward a more detailed and conservative governing agenda. This book outlines my bold policies to bring about a safer, stronger and freer America.


MY PLAN'S THREE MAIN THEMES: SAFER, STRONGER, FREER.

1. SAFER: REBUILD OUR MILITARY AND DEFEAT ISIS
The American people are less safe because of President Obama and Secretary Hillary Clinton's weak, "leading from behind" foreign policy. I believe in peace through strength.

We have to defeat ISIS, and I outlined the most comprehensive strategy to do that three months before the Paris attacks. We must also confront - not just contain - Iranian aggression, and restore key alliances and partnerships, starting with Israel, our closest ally in the region. We will stand up to Putin's Russia, and stand with Asian allies concerned about an assertive and aggressive China.

I have also laid out an extremely detailed plan to reverse the damage done by President Obama's devastating defense cuts. A strong military is essential to the security of our children's future, and to the special role America is called on to play in the world.

2. STRONGER: RESTORE PROSPERITY FOR AMERICAN FAMILIES
Under my plans for pro-growth tax reform and cutting red tape, Americans will see their take­home pay increase by $5,200 over the next decade.

We will also lower expenses. By repealing and replacing ObamaCare, American families will save about $1,400 per year on health insurance. By getting Washington out of the way of American energy production, families will save $300 a year on gas and electricity. By shifting power from the federal government to states and families in education, our public school systems will improve, and college tuition will fall for the first time in decades.

Combining this extra $5,200 of income and $1,700 of lower expenses, families will have an additional $6,900 per year to enjoy together or save for the future, with even more savings if they have a child in college.

3. FREER: REFORM WASHINGTON
The American people know that Washington, DC isn't working. I have outlined a long list of specific reforms to change the culture of DC, just like I did in Tallahassee as governor. For example, Members of Congress will not get paid if they do not show up for work, and they won't be able to lobby for six years after leaving office, in order to reduce the influence of special interests.

I will also shift power out of Washington DC, empowering you instead of government bureaucrats. If you are a veteran, you will be able to choose between going to your current Veterans Affairs hospital or a private hospital of your choice. If you are a senior, you will be able to continue with Medicare as is or choose private insurance you like better. If you are a middle class American without employer health insurance, you will be able to choose the insurance plan that works best for you. If you are a parent, you will be able to choose educational options that work for you. By requiring Washington to actually compete for your business, we will force government to work better.


SAFER

Defeating ISIS

A PLAN TO CONFRONT AND DEFEAT ISIS

Today, radical ISIS terrorists claim a caliphate larger than Indiana. From this safe haven of terror, ISIS is training, planning and plotting its violent jihad.

Despite elaborate efforts by the Obama Administration to avoid even calling it by name, one of the very gravest threats we face today comes from these radical Islamic terrorists.

What we are facing in ISIS and its ideology is the focus of evil in the modern world. I have a plan to confront and defeat them. This is the war of our time.

The U.S. must engage with friends and allies and lead a global coalition to disrupt the terrorists' networks, destroy their safe havens in Iraq and Syria, discredit their ideology and defeat ISIS for good.

IRAQ
·    We must support the Iraqi forces, including directly arming the Kurdish Peshmerga and re-engaging with the Sunni tribes.
·    I will give these forces the consistent advantage of American airpower. Forward air controllers will increase the accuracy and lethality of our airpower.
·    We must make better use of U.S. forces already on the ground by giving them a greater range of action, embedding them with Iraqi units and removing overly-restrictive rules of engagement.
·    If I am Commander-in-Chief, the U.S. will make certain our military has everything they need to win.
·    Our strategy in Iraq has to restart the serious diplomatic efforts that can help that country move in the right direction.

SYRIA
·    Our ultimate goal in Syria is to defeat ISIS and to achieve long-term political stability in that country.
·    Defeating ISIS requires defeating Assad, whose war against his own people - backed by Iran - has left nearly 300,000 people dead and spurred a massive refugee crisis. We cannot repeat President Obama and Hillary Clinton's mistake in Libya, and must ensure Assad's regime is not replaced by something as bad or worse.
·    A coordinated, international effort is essential to give Syria's moderate forces the upper hand against both ISIS and Assad.
·    We have to expand and vastly improve the recruitment and training of Syrian forces fighting ISIS.
·    We must over time establish multiple safe zones, and along with our partners, a no-fly zone in Syria.

Defense

REBUILD OUR MILITARY, RESTORE AMERICAN LEADERSHIP

Under President Obama and Congress, the military will be cut by over a trillion dollars. Tens of thousands of troops have been forced out of uniform and into a broken economy. Those who remain are using old equipment, experiencing lapses in training and have been asked to do more missions with fewer people and resources.

Our adversaries around the world have taken notice. Russia is on the march, China has quadrupled its military spending, Iran is backing terror groups throughout the Middle East, North Korea continues to make threats in the Pacific and ISIS has expanded its war beyond Syria, Iraq, Libya and Afghanistan to Turkey, Lebanon, Egypt and even France.

I have a four-point strategy to rebuild our military, restore American leadership, defend our nation and bring order back to the international system. I recognize that it is our Constitutional obligation to provide for the common defense. And I know that the American people just want to be safe to live their lives in peace.

RESTORE INTERNATIONAL ORDER & PROMOTE INTERNATIONAL STABILITY
I would reinvigorate America's special role as world leader. I will increase our commitment to NATO to counter an insatiable Russia, including sending an Army Special Forces Group back to European Command. I will increase our presence, restore alliances and build new partnerships in Asia. I will stand up to Iranian aggression in the Middle East, defeat ISIS and restore stability to Iraq and Syria. Finally, I would increase partner­building exercises with foreign militaries, to lessen the load on U.S. forces.

REBUILD THE MILITARY TO DEFEND AMERICAN INTERESTS & VALUES
I oppose the $1 trillion in defense cuts passed by President Obama and Congress. I have committed to rebuilding the military and restoring faith with our troops. I would increase the size of the Army by 40,000 soldiers and the size of the Marine Corps by 4,000 Marines. I will increase the size of the Navy and increase Virginia-class submarine production. I will replace aircraft that are older than our pilots. I believe that the best way to secure the peace is to be strong and ready for any national emergency.

REFORM THE PENTAGON
While the military needs to be rebuilt, I do not believe in giving the Pentagon a blank check I will institute strong reforms there, fixes that treat the taxpayer dollar with more respect and that get our troops equipment they need in a timely manner. I will reduce the number of DC bureaucrats to free up resources for more uniformed military.
I believe it is our obligation to make certain our men and women in uniform have the best training, equipment and leadership in the world.

DEFEND THE HOMELAND
The first and most sacred obligation of the U.S. Government is to provide for the common defense, an enumerated responsibility in the Constitution. Protecting our shores is the number one priority of government. I believe that this starts with securing our border. I have also laid out plans to improve our cybersecurity and protect critical infrastructure. With the threat of terrorism at an all-time high, I am committed to keeping Americans safe.

Veterans

PROTECTING THOSE WHO HAVE PROTECTED US

At the core of America's military strength are the men and women who volunteer to serve in our Armed Forces. We have no greater asset than our service members or greater responsibility than ensuring they are well provided for - while they are in uniform and throughout their lives.

Reforming the Department of Veterans Affairs, fixing the Veterans Health Administration and improving services to veterans across the board must be a top priority for the next president.

EXPAND THE VETERANS CHOICE ACT
This will allow veterans to go to neighborhood clinics if they cannot see a VA doctor.

MODERNIZE THE VA
I will replace inefficiencies with technological solutions that are common in the private sector to reduce the time it takes to deliver care. One of the key problems with the wait-list manipulation scandal in 2014 was that the VA relied on an antiquated and unreliable scheduling software system. The software was old and susceptible to falsification.

STOP MILITARY CUTS THAT ARE DUMPING TENS OF THOUSANDS OF VETERANS ONTO A BROKEN VETERANS HEALTH ADMINISTRATION
While the military cuts should be reversed for purely strategic security reasons, the fact stands that the sheer number of service members leaving service is overwhelming the VA. Ending the rapid troop drawdown is a simple, pragmatic solution to both problems.

EXPAND ECONOMIC OPPORTUNITIES FOR VETERANS
Only 48 percent of working age veterans use their GI Bill benefits, and only 52 percent of those veterans complete their field of study. Veterans are 45 percent more likely to be self-employed than non-veterans. A way to both reduce underuse and misuse of GI benefits is to allow the GI Bill to be used to insure a small business loan. Eligible veterans could borrow against their earned GI Bill benefits to start a small business, in lieu of using it for education.

IMPROVE HEALTH CARE SERVICES FOR FEMALE VETERANS
The ranks of women in the military are growing, and we must retool the Administration to better accommodate women. That starts by preparing for the further growth in the female veterans population with responsive programs in organization, staff and training - including in obstetrics, gynecology and specializations in ovarian and breast cancer.

Border Security

SECURE THE BORDER AND ENFORCE OUR IMMIGRATION LAWS

We must transform immigration from a broken system into one that benefits every American. Finding a practical solution to the status of the people who are here illegally today is a nonstarter if our borders are not secure against future illegal immigration. The following six proposals offer concrete steps that the federal government should take to help secure the border and enforce our immigration laws.

GIVE THE BORDER PATROL FLEXIBIUTY
In some cases, it takes Border Patrol agents over an hour to get to the remote and rugged areas they need to patrol. Creating more forward-operating bases maximizes agents' time on the border by stationing them there (much like a fire station) for multiple days at a time. We also have to interdict drugs and people as close to the border as possible by using quick reaction teams that go after the threat the moment it crosses the border.

USE NEW TECHNOLOGY
We do not have enough surveillance on the border and we are being beaten without knowing it. We can leverage technology to constantly watch the border, develop intelligence and put our agents and resources where they are most effective  at preventing and apprehending illicit border crossers.

BOLSTER INFRASTRUCTURE & IMPROVE ACCESS
Road construction and maintenance can provide agents access to areas of the border that would otherwise go unpatrolled. New roads are needed on the border to secure access to remote and rugged terrain to interdict smugglers and respond to the detection of illicit traffic by technology. Sufficient funding should also be provided to maintain, improve and expand fences where appropriate (e.g., based on the terrain along the border or the proximity of populated areas).

E-VERIFY
We need a strong E-Verify system to ensure that American businesses are not hiring illegal immigrants. E-Verify is an Internet-based system that allows businesses to determine the eligibility of their employees to work in the U.S. Employers should not be penalized if they use E-Verify in good faith and receive an incorrect eligibility confirmation. Identity theft protections are also necessary. Finally, with an improved E-Verify, the government must enforce penalties for violations.

END VISA OVERSTAYS
While we need to find a practical solution to the status of people who are here illegally today, as we secure the border going forward, we also need to identify and send home the people who enter the country legally but overstay their visas or otherwise violate the terms of their admission.

STRONGER

Tax Plan

INCREASING ECONOMIC GROWTH

American families work hard, but they are frustrated because their incomes have stagnated, their expenses have gone up and they feel less safe.

The typical household now makes $53,700 a year, less than it did in 1997. At the same time, the cost of health care has risen from $2,700 to $4,700. Utility bills have gone up, from $3,500 to $4,100. And the cost of college tuition has skyrocketed from $6,900 to $10,900.

Under President Obama, Americans have now endured six years of tax increases, endless regulation, vast new federal programs and $8 trillion in added debt. The president told us his "stimulus" would jump­start the economy. Instead, we got an anemic economy growing at barely 2% a year. Some call this "the new normal"-but it isn't something we can accept if we are going to restore the opportunity for every American to rise and achieve earned success. Restoring the right to rise in America requires accelerating growth, and that can't be done without a complete overhaul of the U.S. tax code.

My plan will increase economic growth so all hard-working Americans have the right to rise.

LOWER TAXES FOR LOW & MIDDLE INCOME AMERICANS
Seven tax brackets will be reduced to three: 10%, 25%, and 28%. The typical middle class family will see their taxes fall by $2,000. A family of four with income below $40,000 will no longer pay income taxes.

MAKE THE TAX SYSTEM FAIRER
Higher standard deductions and reasonable caps on tax deductions will mean all taxpayers will face similar tax treatments. Eliminating special interest loopholes and tax deductions for business will ensure all businesses - big and small - have the same opportunity to succeed.

GIVE BUSINESSES MORE INCENTIVE TO HIRE, INVEST AND EXPAND
Lowering business tax rates will enable American companies to compete with China. Businesses will be allowed to fully expense new machines, plants and equipment when they buy them versus deducting the expense over time.

SIMPLIFY PAYING TAXES
Today, 47 million Americans itemize. their deductions. Increasing the standard deduction will reduce the number of people who itemize to 13 million. 34 million Americans will no longer have to file long, complicated tax forms.

Health Care

THE CONSERVATIVE PLAN FOR 21ST CENTURY HEALTH

ObamaCare increased health care costs for hard-working Americans, resulted in millions of patients losing their health plans, imposed punitive taxes on individuals and job creators, added trillions in new federal spending and allowed Washington to intrude even more into our personal lives. It isn't working. I have a conservative plan to repeal ObamaCare and position health care for the possibilities of 2025. Here's how to promote transformation driven by physicians, nurses, entrepreneurs and individuals:

PROMOTE INNOVATION
Medical research has identified the molecular causes of roughly 4,000 human diseases, but _ treatments only currently exist for approximately 250. Government over-regulation in health care creates high barriers to entry, adds excessive costs, fosters excessive complexity and impedes innovation. Washington's entire approach to innovation needs an overhaul, beginning with the FDA, which I will modernize so that drug approval is faster and less costly.

LOWER MIDDLE-CLASS COSTS
America·spends twice as much as other industrialized countries on health care as a share of our economy. High health care costs are the number one reason for the uninsured, and they hold back wage growth. This plan will orient health care around consumers, providers and innovation to get better value and results.

ENABLE PORTABLE & SECURE COVERAGE
Employer-sponsored health insurance represents a strong and innovative coverage platform for 154 million Americans - the largest source of private coverage. And to meet the needs of a 21st century workforce, it is critical to have a well-functioning individual market side-by-side with the employer­sponsored coverage market. Individuals without access to employer-sponsored coverage will have a tax credit to help purchase portable coverage that protects them against losing their life savings over a costly medical event. In addition, small businesses will be able to help their workers access affordable, portable coverage.
 
AFFORDABLE & COMPETITIVE MARKETS
ObamaCare included unprecedented and costly Washington regulation of state insurance markets. This one-size-fits-all scheme robs individuals of the right to select a plan that meets their needs. Instead, this plan would create incentives for states to make their insurance markets work. Individuals, including those with pre-existing conditions, would have access to affordable plans that work for themselves and their families.

STATE SOLUTIONS
States have to comply with a litany of rules in operating their low-income health programs and ask permission from Washington if they want to make innovative changes to improve care. Instead of continuing to hold back progress, this plan would give states the freedom, the resources and the accountability to implement solutions for the poor and vulnerable. The most responsive and effective care is best delivered locally.

Energy Jobs Plan

UNLEASH THE ENERGY REVOLUTION

Americans continue to endure anemic economic growth of barely 2% a year. For most people, it continues to be too hard to find a good paying job, get a raise or simply make ends meet. Some call this "the new normal," but it is unacceptable. With the right policies and leadership, we can, in the near­term, achieve 4% growth and restore the opportunity for every American to rise. But that will only happen if we reverse damaging federal energy policies.
We must create a level playing field for all energy sources including, but not limited to, nuclear, renewables, coal, nqtural gas, oil and alternative fuels. We unnecessarily drive up energy costs on Americans when we play favorites and suppress free markets.

UNLEASH U.S. ENERGY PRODUCTION
Lifting the ban on exporting American crude oil and removing restrictions on exporting natural gas would create a million new manufacturing jobs and rapidly reduce gasoline prices.

GIVE MORE DEFERENCE TO STATES & TRIBES THAT WANT TO DRILL
Washington should listen to states and tribes, deferring more often to what they want for their citizens.

APPROVE THE KEYSTONE XL PIPELINE
Building it would increase economic growth by over $3 billion and support 42,000 jobs while under construction.

REDUCE OVERREGULATION
Overregulation discourages safe domestic energy production and increases gas, heating and electricity costs on families.

Entitlement Reform

PRESERVE AND PROTECT MEDICARE AND SOCIAL SECURITY

In 1965, health care programs and Social Security spending were less than a sixth of Washington's budget, but today they consume almost half of all federal spending and crowd out other national priorities. Without action, the problem will only get worse: spending will more than double as a share of our economy by 2040. Unless we make changes to preserve and protect Medicare and Social Security, the trust funds will be exhausted and benefits will be cut. Improving security for current senior citizens and creating prosperity for the next generation will require honesty about the problem and experienced leadership to fix it.

MEDICARE SOLUTIONS
Implement bipartisan Medicare premium support: will promote competition to make spending more efficient by allowing senior citizens to keep what they have or use a private sector plan that the government pays for. Senior citizens could pay six percent less - and have more options.

Stabilize Medicare's finances: I will reduce subsidies for wealthier senior citizens, improve how Medicare is managed, ensure that hospitals and doctors are charging the right amount for services, provide financial security through Health Savings Accounts and redirect ObamaCare's Medicare cuts to ensure Medicare's solvency.

RETIREMENT INCOME SECURITY SOLUTIONS
Encourage private saving: I will make it easier for Americans to save more of their own money for retirement, reducing the need to rely only on Social Security.

Recognize that Americans are living longer, healthier lives: I will eliminate the "tax" on senior citizens who choose to work longer, eliminate the payroll tax for senior citizens at age 67 and increase the Social Security retirement age slowly over time.

Stabilize Social Security with Bipartisan Reforms: Under my plan, no current retirees or senior citizens approaching retirement will see a cut in benefits while slowing the program's cost growth.

Reforming Washington

CHALLENGING THE CULTURE IN OUR NATION'S CAPITAL

The overspending, the overreaching, the arrogance and the sheer incompetence in Washington DC - these problems have been with us so long that they are sometimes accepted as facts of life. We need a president willing to challenge the whole culture in our nation's capital - and I mean to do it.

BALANCED BUDGET AMENDMENT
I will push for a balanced budget amendment. Limiting spending and requiring more than a simple majority to waive spending limits, raise taxes or allow deficit spending would finally reign in Washington.

CONSTITUTIONAL LINE ITEM VETO
Sometimes called "enhanced rescission authority," it can empower the president to save billions-by proposing a package of cuts to Congress for expedited approval or disapproval by majority vote.

PROCUREMENT REFORM
Empowering a single, simplified chain of command to make final procurement decisions would enhance accountability. Promoting competition between contractors at each stage of the process would save tax payers' money.

KITCHEN TABLE BUDGETING
Budgeting should start from zero, rather than from the assumption that tomorrow's spending should exceed today's by a certain amount or percentage. The budget process must be grounded in the country's fiscal realities: you can't spend money you don't have. Spending increases must be offset by savings elsewhere, and each agency's budget must be evaluated on the merits.

REDUCE THE FEDERAL BUREAUCRACY
Freezing federal hiring and filling one vacancy for every three created across the federal workforce, with exceptions for critical positions related to our security and safety, combined with other reforms, can reduce the federal workforce by 10 percent within four years.

CIVIL SERVICE REFORM
Instituting top-to-bottom civil service reform would focus on two pillars: pay-for-performance and accountability. Reforming the compensation system· would focus on the type and quality of work performed, rather than seniority. Eliminating the idea that federal employment is a right and streamlining the performance review and appeals processes would ensure managers can devote time to substantive responsibilities rather than personnel matters.

SPECIAL INTEREST & LOBBYING REFORM
Requiring publication of congressional meetings with lobbyists would allow Americans to know when their representatives meet with lobbyists. Imposing a six-year lobbying ban for Members of Congress would mean that every Member will go through at least one election cycle before being lobbied by a former colleague. Imposing financial consequences on lawmakers who skip votes would enhance incentives to focus on legislating rather than fundraising.

Regulatory Reform

SETTING NEW, REASONABLE STANDARDS FOR GOVERNMENT AGENCIES

Regulations are choking America's economy, imposing an invisible tax of $1.9 trillion every year - that's $15,000 per family. During his time in the White House, President Obama has added roughly $3,100 per second in regulatory burdens to the economy.

Think what America could be and the prosperity we could experience if we took off the shackles of government rules and rule makers. My goal as president would be to set new, reasonable standards for the government agencies that issue rules that choke economic activity and opportunity.

END THE WASHINGTON-KNOWS-BEST MENTALITY
An executive order would compel agencies - including independent agencies - to strictly adhere to principles of smart regulation. Establishing a regulatory cost cap of zero will require new regulatory costs to be offset by regulatory savings elsewhere. Creating a regulatory spring cleaning commission would review regulations, identifying m:cessary repeals and modifications and areas that should be returned to state control.

MAKE REGULATORS ACCOUNTABLE TO AMERICANS RATHER THAN SPECIAL INTERESTS
Court reform would include nominating judges and justices who recognize and are committed to the judiciary's critical role in enforcing statutory and constitutional limits on authority. Promoting legislation that would require Congress to approve, through an up-or-down vote, critical regulations that impose outsized burdens on the economy before they take effect would enable more robust congressional oversight of regulations. Promoting state licensing reciprocity would lessen forms of occupational regulation like certification and registration.

REDUCE RED TAPE & UNCERTAINTY TO RESTORE BUSINESS DYNAMISM
Reorganizing and streamlining the federal permitting process, by promoting early coordination with stakeholders, synchronized reviews, lead agency decision-making authority and reliance on existing high-quality environmental reviews, wol.lld permit or reject infrastructure projects in less time. Subjecting environmental litigation to strict standing rules, statutes of limitation and fast-track procedures, while ensuring that judicial analysis gives weight to evidence regarding economic growth and job growth would ensure environmental litigation is not a tool of delay.

There are many reasons that most Americans say they would prefer to elect a former governor as president of the United States. Governors are on the front lines of federalism: helping people, getting things done and balancing all the pressures that come from running a state - especially a big, complex and occasionally crazy place like my home State of Florida.

Governors also have the best sense of when the federal government is exceeding its proper role in our constitutional system, at the expense of the states - and, most importantly, the people. Long before President Obama's lawless power-grabs began, I supported moving more power to the states and a more bottom-up - rather than top-down - approach to government.

Under President Obama, the pendulum has swung far to the left, with federal mandates, regulations and bureaucrats encroaching on the rights of the states and their citizens. As president, I will restore the proper balance between Washington and the states. I will honor the separation of powers that is at the heart of our federal system.

LIMIT FEDERAL POWER
America must return to the idea of a limited federal government. I pledge to veto legislation that exceeds federal authority and nominate judges who will vigorously enforce the Constitution's limits on federal authority.

APPOINT OFFICIALS COMMITTED TO FEDERALISM
For key positions, I will nominate and appoint people with proven experience in the states over Washington insiders and academics.

REFORM THE REGULATORY PROCESS
I will repeal and, where necessary, replace regulations to restore the proper role of state governments in our constitutional system.

ENHANCE STATE ENFORCEMENT OF IMMIGRATION LAW
I will support empowering states to enforce laws that promote the goals of federal immigration law without allowing states to create their own immigration regimes.

CREATE OFFICE OF COOPERATIVE FEDERALISM
I will create this office in the White House to coordinate state-federal issues across the government, to ensure that the federal government is being appropriately deferential to the states.

Drug Control

FIGHTING A NATIONAL EPIDEMIC

Our country is in the midst of a massive heroin epidemic, compounded and fueled by sharp increases in prescription painkiller abuse. The problem is exacerbated by huge increases in cheap, highly potent heroin from Mexican drug cartels. Abuse of prescription painkillers, such as hydrocodone and oxycodone, are a contributing cause of the heroin epidemic and fentanyl abuse.

In New Hampshire, the crisis is especially acute with 334 deaths related to drug overdoses this year
(compared to 12 murders in the state in 2014).

In 2010, the Obama Administration laid out a strategy with seven goals for reducing illicit drug use. Despite spending $26.3 billion a year on drug control efforts, government watchdogs have found that "none of the goals in the Strategy have been fully achieved."

We need a new strategy that prevents drug abuse and addiction before it begins; strengthens domestic and international law enforcement efforts; and improves drug abuse treatment and recovery programs.

PREVENT DRUG ABUSE & ADDICTION
Drug abuse and addiction prevention efforts must start in childhood. That starts with dedicated parents, strong communities and local education. I will ensure current federal efforts are better coordinated, improved with evidence-based models and closely monitored for results.

STRENGTHEN LAW ENFORCEMENT
I will require all federal agencies involved in High Intensity Drug Trafficking Area (HIDTA) Investigative Support Centers to develop a process to coordinate efforts across agents in the field, monitor their progress and evaluate results.

I will push for smarter sentencing laws for drug offenders, with stiff consequences for drug lords, cartels and violent drug traffickers and with access to necessary treatment and reduced mandatory sentences for non-violent offenders.

As I did in Florida, I will broaden access to drug courts, an alternative to the traditional courts.

I will improve border security to stop the flow of illicit drugs into the United States. I will also work with partner nations, such as Mexico, Colombia and Afghanistan to address the sources of illicit drugs.

PROMOTE DRUG ABUSE TREATMENT & RECOVERY
Because prescription painkiller abuse is closely related to heroin use, treatment and recovery efforts must address both. I will evaluate existing treatment and recovery programs and consistently monitor their results. In addition, I will review and streamline current efforts across the federal government to reduce duplicative efforts.

The U.S. Government and businesses should work together as partners to improve cybersecurity
in the public and private sectors in a way that respects citizens' privacy. For instance, we should reform liability laws so that they do not stand in the way of information sharing. Also, overbearing government regulation must not be an obstacle to innovation in the tech industry. Cyber threats are always evolving, so effective cybersecurity requires continuous innovation.

RESTORE ACCOUNTABILITY
The hack into the Office of Personnel Management -the human resources department of the U.S. Government-illustrates the failure of the Obama Administration to take these threats seriously. Likewise, Secretary Hillary Clinton's email scandal highlights reckless behavior by officials entrusted with some of our nation's most sensitive secrets. We need to change the culture of Washington. That means not hiring political hacks or cronies for critical positions that involve cybersecurity, and holding executive branch officials accountable.

FOCUS ON CYBERSECURITY
Cybersecurity is a critical element of our national defense and economic well-being, yet the Obama Administration has shown no leadership on the issue. We need unwavering and determined implementation, including a concerted effort to work with Congress and the private sector.

INCREASE U.S. INTELLIGENCE & LAW ENFORCEMENT CAPABILITIES
We need to preserve and enhance the capabilities of the U.S. intelligence community and law enforcement to identify, deter and respond to cyberattacks as part of a 1_1ational strategy to protect the country. That starts by undoing the damage done by President Obama's devastating defense spending cuts and having the back of the intelligence community. We must also hold hackers accountable. Efforts to expose, prosecute and retaliate will reduce future attacks.

Education Reform

ACCESS TO HIGH QUALITY EDUCATION FOR ALL AMERICANS

Every individual in this country deserves the right to rise. Yet today, the American Dream is threatened by an education system that is failing to prepare the next generation for the challenges of the 21st century. My plan will ensure that all Americans, no matter their background or zip code, have access to a high quality education.

EARLY CHILDHOOD EDUCATION
Despite spending $22 billion each year on early childhood through 44 different programs, too many low-income children are unprepared for school. I would consolidate funding and give it directly to low-income families so they can choose the type of early childhood education their children need, rather than the help bureaucrats are offering.

K-12 EDUCATION
Our primary and secondary schools aren't keeping up with the increasing knowledge and skill demands of our society. To leverage the limited, but critical role of the federal government to ensure every child graduates from high school prepared for the demands of college or the workplace, I would empower parents and students with quality options, support states with the flexibility and resources to create great public schools and reward great teaching and successful student outcomes. I would also give parents, teachers and citizens the information needed to evaluate schools and make informed decisions, as well as drive innovation and research to break the stranglehold of the status quo. Finally, I believe in high standards, but the federal government should have no role at all in developing or implementing those standards.

POST-SECONDARY EDUCATION
Education after high school has become critical to upward mobility, yet post-secondary education and training are too expensive for many Americans to afford, and the quality of degree and certificate programs varies dramatically. To fix these problems, I would implement a new system that will ensure flexible access to post-secondary training with lifelong learning accounts. I will help borrowers with existing debt transfer into a new income-based repayment system. And I will give colleges "skin in the game," by forcing institutions to share the risk of failure with students, and incentivizing them to reduce costs, boost quality and ensure that students graduate, find a job and have the skills needed to succeed.

Western Policy

COOPERATIVE CONSERVATION OF RESOURCES

People in the West feel the impact of federal decision-making more than the rest of the nation. 90 percent of the land owned and managed by the federal government is in the West, including Alaska. For example, over So percent of Nevada is managed out of Washington, DC.

However, the federal government does not treat Western states, local governments, tribes and land owners as equal partners. Under the Obama Administration, federal land management is characterized by restrictive regulations, more land use constraints, more land acquisition, more "analysis paralysis" and more "sue and settle"-driven policies. This has undermined the trust between Western communities and the federal government. It must be restored. I am the only candidate to lay out a detailed plan that will fix this relationship.

PARTNER WITH WESTERN COMMUNITIES
The federal government needs to fully partner with Westerners. In Florida, I created such a partnership with Washington in order to restore the Everglades. It's time for Washington to recognize that states, local communities, tribes and private landowners are often the best stewards of Western lands. For starters, I will support moving the Department of the Interior headquarters from Washington to the West, where most of the people its decisions affect live.

TAKE BETTER CARE OF WHAT WE HAVE
As our National Park System turns 100, the federal government should take better care of the land it already owns before it buys a lot more. For instance, we need to reduce the risk of catastrophic wildfires, which have become more frequent, deadly and intense, in forests and rangelands. For instance, I propose temporarily redirecting funds currently allotted for land acquisition to reduce the $11.5 billion backlog of maintenance in our national park system.

USE OUR LANDS WISELY
Shared use of our land is wise use of our land. We can conserve our natural resources and create economic opportunities for Western families by reining in the federal bureaucratic overreach that currently stifles multiple and sustainable uses. For instance, permitting for proposed projects on federal lands, including mining, siting renewable or fossil energy infrastructure and building additional water storage, should take no more than two years under normal circumstances.

ENCOURAGE OUTDOOR RECREATION
This land is our land. Americans should be encouraged - not discouraged - to fish, hike, hunt, camp and recreate on federal lands. As the governor of Florida, I fought to increase access to public lands for sportsmen and women. I will do the same as president, and increase funding to provide access to more federal lands for all those who want to enjoy the outdoors.

Reforming Welfare

EMPOWERING FAMILIES

The nation's welfare programs are broken. We have spent trillions of dollars in the 'War on Poverty' - much of it wasted through fraud and abuse - and there are still more than 46 million Americans living in poverty. Economic mobility is also far too low. Today, over 40 percent of children growing up poor remain poor as adults. A weakened economy has only made matters worse - 6.8 million more Americans are living in poverty today than when President Obama took office. I will fix our nation's safety net to empower families, lift people out of poverty and protect taxpayers.

PROMOTE WORK
Too many of our safety net programs are based on the mistaken belief that simply writing bigger checks will increase opportunity and upward mobility. But we know that employment is paramount in promoting independence and empowering individuals. My plan promotes work for all Americans by doubling working tax credits for childless filers (EITC), requiring work for able-bodied welfare recipients and ending welfare programs that discourage work.

STRENGTHEN FAMILIES
The most effective anti-poverty program is a strong, two parent family. But today our welfare programs fail to promote marriage and some actually discourage family formation. As president, I will ensure that safety net programs encourage marriages. My administration will support marriage and parenting programs and end welfare programs that penalize marriage.

GIVE CONTROL BACK TO THE STATES
The current one-size-fits-all approach to welfare policy gives Washington, DC too much power and fails to meet the needs of impoverished families. That has to change. I will eliminate bloated, destructive welfare programs and give control back to the states through a block grant so they can better meet the needs of poor families.

CUT WASTE AND ABUSE
The nation's safety net is subject to considerable waste, fraud and abuse. For example, nearly 25% of refundable tax credits are improperly paid. This is unfair to the taxpayers who fund the program and to the poor families who need help. My plan eliminates waste and abuse in welfare programs by doing more to verify recipients' income.
