Building Campaign Organizations in the States-The Republicans
While campaigns naturally focused most of their initiall attention
on the four
early state contests, they also worked at building support in other
states. This takes a number of different forms; a campaign can
name
a state chairman, steering committee,
leadership team, endorsements and/or an advisor/consultant.
Before the primary voting gets underway, having organization in states
around the country gives credibility to a campaign, suggesting that it
can go the distance. Later if the campaign does make it through
the early states, it will not be caught unprepared. At the same
time, one must be wary of a campaign that looks good on
paper, but has weaknesses that may undercut its success. Below is
based on
announcements from the campaigns and news reports. (Note that the
Fiorina announcements were done through her super PAC; also note that
several other super PACs established ground games).

The Rubio campaign was first to announce leadership in all 50 states on Jan. 11, 2016.
The Walker campaign had also started building out in the states before he suspended his effort on Sept. 21, 2015.
